Involves holistic and coordinated actions aimed at the prevention of adverse effects within the hospital, whether or not an emergency or disaster. Involves design and implementation of protocols for crisis situations, at full capacity and, as far as possible within the hospital. Involves the formulation of domestic policies in search of a philosophy or lifestyle strongly linked to institutional prevention and quality.
also implies an exhaustive study of the various potential threats, probable or imminent, the comprehensive study of the different vulnerabilities and institutional risk weighting against each of the identified threats.
also includes developing a diagnosis of their stock of resources against threats and operational organization to meet that threat with a range of not less than 72 hours after the event.
But it also implies the ability to rehabilitate in the shortest time possible services that have been affected by adverse events that are vital for the care and management of resources for the reconstruction of those services have been heavily affected and whose rehabilitation is not possible in the short term.
Finally, do not forget that in the health sector should maintain the spirit of research in pursuit of more effective and efficient methods to address public health problems. The hospital may also include in its management of disaster risk, research processes and knowledge management related to disaster risk reduction.
All those needs identified in the processes and actions undertaken in the pre-disaster phase should be accompanied by intervention projects to reduce vulnerabilities functional, structural or nonstructural detected. Lack of resources is never a valid excuse for improving safety index hospital. Wield is only the demonstration of lack of management and vision of the governing body because the facilities are expedited through the Ministry's guidelines and national and international support.
