In Colombia there are many institutions of health care that you have complied with the existing regulations related to preparations for Emergencies and Disasters. The vast majority have plans for Disaster and Emergency Hospital, although not translate these plans into reality, starting with the non-structural and functional adjustments and continuing with the training and simulation processes and simulations, where in addition to test preparation and training, must be translated into corrective within the Plan document and socialized actors procedures warrant adjustment. Congratulations
have combined international commitments, such as the International Strategy for Disaster Reduction and the World Health Day, which they call upon the observation and implementation of mechanisms and resources to ensure that communities institutions of health care will be able not only to resist the onslaught of an adverse event such disaster, but that after the moment of impact their physical, human, technological and economical to be used at maximum ability to respond in the best way, in a timely and comprehensive quality to those who have been victims of such adverse events.
The Ministry of Social Protection supported this need by participating in training appointment process to promote national contingent of people who, from their different disciplines, will support assessments of health facilities in relation to the Index Hospital Safety. On April 3, 2009 was published in Official Gazette No. 47,311 of Resolution No. 000 976, through which the country hosts the global initiative "Safe Hospitals from Disasters", a national program for disaster risk reduction in the health sector. This decision gives opening government to strengthen this component of Risk Management.
In all these processes, resource management is critical to achieving the stated goals. And the Pan American Health Organization has supported the Group's management of Emergency and Disaster of the Ministry of Social Protection for the multiplication of the assessment strategy of the Hospital Safety Index, co-financing a training process that included the reading of the Index Hospital Safety Hospital Federico Lleras in Ibague.
And following this task, with funding from the Ministry of Social Welfare has developed ISH measurement in hospitals, Hospital Departamental de Buenaventura and San Francisco de Asis Hospital, Quibdo, as part of a Project Implementation of some of the components of the National Public Health Plan.
The most important of this exercise is, first, make clear that at no time is an evaluation of the administrative management of social enterprises of the State but, by contrast, show a point basis for the implementation of management processes that have lead to the improvement of the indicators that will demonstrate that these institutions are increasingly safe from disasters.
We have participated in these three years, in Ibague in Quibdo and Buenaventura, and the latter conducted a teleconference with which we present the results to policies and members of the Emergency Hospital, the content I have edited and share your knowledge, reviews and internalization of the real need to measure in our health institutions the Hospital Safety Index on Disaster, in order to take corrective short-term, which are low cost, generating a very positive impact on staff and the community and also allow management to show its directives in improving the timeliness and quality of services.
